Video of Introduction of Anti-Homosexuality Bill in Uganda’s Parliament

The camera lens stays in the gallery, but you can hear the clerk announce the Tuesday tabling of the Anti-Homosexuality Bill at 11 seconds followed by cheering. Then David Bahati speaks and introduces the bill at about 32 seconds into the video, beginning, “Madame Speaker…”

Can you imagine being the object of the effort to jail or end your life while the cheering is taking place?

  1. Ever since I first heard of Martin Ssempa some two years ago, I have been saying that it is time to stop the flow of foreign aid to Uganda and any other African countries that have been on the receiving end of millions, even billions, of US taxpayer dollars for generations.

    I realize that turning off the money tap would cause some innocent people to be hurt, but this bill will cause other innocent people to be hurt. So it is a question of six of one, half a dozen of the other.

    And as my late father, a man whose memory I respect more and more every day, used to say, “Money talks, bullshit walks.”

  2. This childish and repulsive display will not sit well among the civilized nations and their governments. I can well imagine it being one of the chief tools to be used to stop aid being given to the Ugandan government. As more than one third of Uganda’s economy is foreign aid I would imagine that could be a problem. Meanwhile, we have to start thinking how best to help the victims of this pogrom.

    I would have thought the world had moved beyond requiring proof of the Armenian genocide at the hands of Turkey but apparently not.

  3. Yes, I can remember the cheers from others who thought gays were horrible and should be criminalized back in the late 70’s and early 80’s. It hurts deeply. People, all people, should behave and be treated with dignity.

  5. If I were an Ugandan, I’d as well repeat and repeat that “No foreigner will get the right to veto the sovereign Parliament of Uganda”.

    Seems quite logical – at least if you don’t belong to those really few and really arrogant countries which know that no foreigner DARES to veto their sovereign parliament.

    as an European I have observed a lot of bills jailing people for what they say. Take for example the last bill in France which says, whatever your government declares a genocide or crime against humanity, you’ll be jailed if you say something else (the actual debate is about Turkey, but that’s not part of the bill).

    All those bills have been cheered by deputies.

    So, yes, I can very well “imagine being the object of the effort to jail or end your life while the cheering is taking place”.That’s simply the present way of life. It doesn’t shatter anyone if it happens in Europe – why should it shatter anyone if it happens in Uganda? (Because of the skin colour?)

    Can you provide the actual TEXT of the bill where it says you will be jailed for daying the wrong thing?

    does the bill also include death penalty provisions aimed at a particular class of people?

    @Maazi: Foreigners don’t have the right to veto your country’s proposed legislation. But Uganda has no right to be free of commentary or criticism and has no right to the economic or military support of other nations. Get ready for true financial independence!

    For my part, I think it will be a greatly entertaining exercise to see the extent to which you are prepared to destroy your country in order to prove your hatred of gays. My guess is you will be prepared to go very far. I hope the suffering you inflict on yourselves is exquisite.

    The cheering is for our right as a sovereign nation to debate a piece of legislation that will further contain what we consider to be a sex crime. The piece of legislation that will eventually become law is very clear. Anybody can go about thinking freely of having sex with whatever object that tickles his/her fancy, but he/she must NEVER act on such behaviour or promote such behaviour in the public space. It is that simple.

    If you American chaps were so liberal then why not decriminalize incest among consenting adults? After all, if a man wants to have sex with his adult daughter what is wrong with that? Why should UK Judge sentence them to do time in prison? Or the German Supreme Court sentence a brother-and-sister couple (both consenting adults) to jail time? Here in Uganda, gayism is viewed as being the same or even worse than incest. Passing the legislation is already forgone conclusion. At the risk of being accused of being a broken record I will reiterate the following for the umpteenth time —No foreigner will get the right to veto the sovereign Parliament of Uganda
