Uganda’s Parliament Speaker Resolved to Bring Anti-Gay Bill to a Vote

Parliament will soon debate Anti Homosexuality Bill – SpeakerParliament will soon consider the Anti Homosexuality Bill, the Speaker of Parliament, Rt. Hon. Rebecca Kadaga, has said.

The Speaker, who was addressing a cross section of religious leaders upon her return from Canada where she attended the 127th Inter Parliamentary Union Assembly, said she would not be intimidated by any western power about her position on homosexuality.

“I will instruct the Chair of the Committee on Legal and Parliamentary Affairs to bring the report on the Anti Homosexuality Bill, so that we can consider it,” she said, Monday night.

The Anti Homosexuality Bill, a private Members draft law was moved by Hon. David Bahati during the Eighth Parliament. It seeks to establish a comprehensive legislation to protect the traditional family by prohibiting any form of sexual relations between people of the same sex; and the promotion or recognition of such sexual relations in public institutions as healthy, normal or an acceptable lifestyle, including in the public schools, through or with the support of any government entity in Uganda or any non- governmental organization inside or outside the country.

During the IPU Assembly held in Quebec, Canada, Hon. Kadaga protested assertions by the Canadian Foreign Minister that Uganda was intolerant to homosexuals.

“If homosexuality is a value for the people of Canada, they should not seek to force Uganda to embrace it. We are not a colony or a protectorate of Canada,” she said while in Canada.

Upon her return, the Speaker said that delegates from several other countries were happy with her statement but were afraid to speak out.

“I did not realize I was speaking for the entire world; Africa, the Arab world, Latin America and western countries; delegates told me ‘you were speaking for all of us.’ They had no courage to respond to (the Canadian Foreign Minister),” she said.

She added, “I will not accept to be intimidated or directed by any government in the world. If the price of aid is accepting homosexuality, we can reject the aid.”

The welcome ceremony included Parliament Commissioners, MPs, the former Minister of Ethics, Dr. James Nsaba Buturo, advocates against homosexuality and several students, who carried placards in support of the Speaker’s position and urging Parliament to urgently approve the Anti Homosexuality Bill.

Committee chair Tashobya was quoted in a newspaper article this week that he would have it to the floor before Christmas. Let’s remember that the order paper of Parliament will reflect the second reading of the bill. At that time a committee report will be heard and debate occur. It is highly likely that the third reading will happen that same day. If so, the bill could become law rapidly once introduced to the floor. The President can send it back to Parliament with suggestions but according to current practice and the Constitution, he cannot stop the bill from becoming law.

Texas does not use third grade reading levels to project future prison population

On his October 24 Wallbuilders Live program, David Barton made a claim (at about 24:00 into the program) that that Texas prison officials use third grade reading levels as the best indicator of the need for prison beds in the future. Barton told co-host Rick Green that the government officials in Texas came to some church people and asked them to mentor young kids in reading. The objective was to get kids reading on grade level by the third grade. Why is this important? Barton said that the Texas Department of Corrections asks school officials every year how many third grade kids are not reading at grade level. According to Barton’s source:

…based on the numbers we give them, that’s how many beds they get ready for the next 15 years for the future. Because kids that are not reading at grade level in the third grade, they’re the kids that end up in prison. That’s the best indicator they have found is where these kids are in third grade.

As Right Wing Watch reported, this claim has been debunked in other states. However, Texas is not mentioned in the article cited there. To check out how Barton’s home state projects the future prison population, I called the Texas Department of Criminal Justice. An official there directed me to the Texas Legislative Budget Board. On the LBB website, I clicked the Public Safety and Criminal Justice link to find numerous reports, one of which included yearly prison population projections (see projections from 2012-2017).

The title of the report is “Adult and Juvenile Correctional Population Projections Fiscal Years 2012—2017.” In it, the methods for projecting the future are spelled out on pages 12-28. You won’t find anything in these pages about reading levels at the third grade or at anytime. Instead, the reports says:

The adult incarceration population projection for the Texas Department of Criminal Justice (TDCJ) is based on a discrete-event simulation modeling approach resulting from the movement of individual offenders into, through, and out of TDCJ. Discrete-event simulation focuses on the modeling of a system as it evolves over time as a dynamic process. The model simulates offender movement based on offense type, sentence length, and time credited to current sentence.

The LBB considers convictions, revocations of the community placements (community placement does not always work), and a host of factors relating to parole practices. The crime rate and the unemployment rate in Texas are considered “if major shifts occur from the latest trends.” I looked at the most recent and the oldest reports and I saw nothing about reading levels.

This claim was made in the context of a program criticizing teachers’ unions and the perceived state of public education in Louisiana. The message is that parents need to have school choice to provide competition to motivate bad schools to be better. To ramp up the urgency, Barton comes along with this unsupported claim about the long term consequences of low reading levels.

Of course reading levels are important. However, one can be for better education and even favor some school choice programs without having to spread fictions. Whether it be current events or historical events, you just have to check everything out.

NYT and reparative therapy: The names are different but the narrative is the same

Reading this New York Times article was like deja vu all over again.

My first reaction to this article on ex-gays was that the names are different but the narrative is the same. Some men report changes in their sexual feelings and then therapists like Joseph Nicolosi apply that self-report to all gays. Note his statement that nobody is really gay. A few men, probably bisexuals, experience a shift in their current attractions and all of a sudden no one is gay. The fluidity that some people experience as a part of their personality is exploited by those who desperately want to pretend that all gays are made by parenting mistakes.

Another reaction I had was to wonder why the reporter did not go into the history of ex-gay claims. Many people over the years have made similar claims only to later say they were mistaken or that they had not really changed.

And then I feel sorry for Mr. Swaim.

Uganda’s Parliament May Consider the Anti-Homosexuality Bill Before the End of 2012

According to committee chair Stephen Tashobya, his committee report on the Anti-Homosexuality Bill is almost complete. From Uganda’s Daily Monitor:

Parliament yesterday passed a resolution in recognition of Speaker Rebecca Kadaga’s stand on homosexuality. The House also urged the Legal and Parliamentary Affairs committee to immediately table its report on the Bill for general debate.

The committee’s chairperson Steven Tashobya yesterday said their report is almost done and will be brought to Parliament before it breaks off for Christmas recess. MPs across the political divide in a plenary session chaired by Ms Kadaga denounced homosexuality and said the country’s moral values are threatened by cultural inventions from the western world.

If the committee report this time is like the last one, there are very few significant changes in the anti-gay bill with the death penalty remaining in the bill. See this post for more on the committee report on the bill.

International Healing Foundation Strikes Gold with School Project

After years of reporting meager income from operations of the International Healing Foundation, Richard Cohen reported over $600,000 in revenue on his 990 form for 2011. Most of that total – $540,000 – was revenue related to an IHF “special school project.” See below:

 The IHF website is silent about this project but it seems likely that this is the educational initiative Cohen described in his Fall 2007 newsletter. After lamenting what he considered to be school indoctrination relating to homosexuality, Cohen provided his solution:

To fill in the blanks left by the public school systems’ strictly gay-affirming curricula, the International Healing Foundation is set to produce a short DVD. This film is designed to be part of the schools’ health education courses, and clearly shows that people can change and come out of homosexuality. The film will feature the true story of a young man and his parents, as well as interviews with several other men and women who have made the change from gay to straight. Half the film’s $40,000 budget has been raised. The International Healing Foundation needs your help in raising the remaining $20,000 to make this film a reality. Please help save our children, and set the record straight!

Once this project is completed, an additional one million dollars will be needed to send a copy of the DVD to every school district in the country. We will urge them to provide a DVD for each of their schools, so the complete story of homosexuality can be told. This historical film will have the power to turn the tide of strictly gay affirmation by proclaiming the truth about change. Millions of students will then have the opportunity to decide for themselves the kind of life they choose to live.

As improbable as it might seem, it appears that IHF has found a donor or several donors willing to fund this effort. The project appears to be moving forward. According to the 990, IHF has spent over $180,000 on expenses relating to the “special school project.”

Yesterday I reported that Unification Church president, Hyung Jin Moon considers IHF founder Richard Cohen to be a member of the Unification church movement and the foremost expert on homosexuality in the church. With this school project, Cohen apparently wants to bring his “expertise” to the nations’ schools. Given the volatile climate of public schools related to anti-gay bullying, I am nervous about the impact of schools showing a video from IHF to students.

While I doubt these clips are a part of the school video, it is worth remembering how Cohen approaches sexual reorientation. First from a CNN appearance:

UPDATE: Another more likely possibility for the video expenses is the underwriting of Acception Productions (another hat tip to David Hart for reminding me of this). This video purports to be about bullying prevention but adds a “U” (for unwanted) to the usual GLBT designation of same sex orientation. Thus, IHF attempts to straddle the fence – claiming to support kids who are same-sex attracted but also supporting reparative therapy interventions which pathologize them. How ironic. Initially, Cohen claimed that gays were using the schools to advance ideological ends and now he is doing it for the same purpose.

The event also featured a talk by Betsy Gallun, Supervisor of Health Education, Prince George’s County, MD and a panel discussion of middle and high school students from the Washington, DC area that was moderated by WHUR’s Molette Green.

In the curriculum booklet which accompanies Acception is this gem which is supposed to be discussed with students:

Group 5: Innate and Developmental Characteristics. – We are all born with unique personalities. We also develop specific characteristics through familial and environmental factors. In Acception, the cartoon “Are People Born Gay?” examines the scientific evidence surrounding homosexuality, and concludes with the American Psychological Association that: “Although much research has examined the possible genetic, hormonal, developmental, social, and cultural influences on sexual orientation, no findings have emerged that permit scientists to conclude that sexual orientation is determined by any particular factor or factors. Many think that nature and nurture both play complex roles; most people experience little or no sense of choice about their sexual orientation.”49 With your group, discuss some of the characteristics people are born with, as well as other characteristics that are acquired. What do you think we can and cannot change about ourselves? Share your thoughts with your classmates, and remember to accept and appreciate everyone’s opinion.

And then this claim is made regarding sexual orientation change:

Group 9: Respecting Choices. – While most people experience little or no choice in their sexual attractions, many people make decisions based on their personal, religious, and/or cultural values when it comes to their sexual behavior. For example, some individuals who experience same-sex attraction may find their feelings are at odds with their values and choose not to engage in homosexual behavior. Others, still, may actually experience a shift or change in their sexual feelings throughout their lives due to a variety of experiences; in fact, emerging research is finding that sexuality is somewhat fluid for certain individuals, and should not be viewed as fixed or permanent.52,53,54,55,56

I think it will be clear to most long time observers of IHF that this video is simply a means of getting the “change is possible” message in the schools. While I have no problem with the idea that some people choose to align their behavior with religious beliefs, it is another thing entirely to give students false hope and then route them to religiously oriented ex-gay programs which use bizarre methods to try to reorient sexuality.
