Very disturbing report.
I noticed something. The report was written 2005. I understand that the following note found at the end of page 27 is no longer accurate:
“The word ‘defilement’ has gained common currency in Uganda as a reference to sex with a child, although legally it specifically refers to sex with a girl. Sex with a boy by an adult is legally treated as an assault.”
The law was recently ammended to cover boys too, right?
I think Ssempa may have been reading outdated reports like this one… his sources of info on the legal definition of defilement in Uganda are outdated, right?
Can somebody please put this thing to rest once and for all?
