I wonder if Miss Kadaga is realizing that her &#039;promise&#039; to make laws (something which is not her prerogative alone) was somewhat foolish, and she&#039;s taking advantage of Tuesday&#039;s chaos to &#039;excuse&#039; herself from her ever-more-possible &#039;failure to deliver&#039;?
