However, the issue of the moment is that American supporters of the bill either can’t read or don’t want to be candid about what it says now. If we can’t agree on what it says now, there is little hope that any changes will be discussed in good faith later.

This really is pretty simple. Everybody, supporter and oppponents, post the Uganda Gazette copy (wait, opponents have already done that). We discuss what it says. Then if people want to discuss what they think should be in it, then we could call those proposals.

In Uganda, we usually take our time on important matters. Since the Bahati Bill will be debated in our parliament rather than in the executive council of the Euro-American Gay Lobby, I don’t think it is necessary for it to be posted on your blog. I am confident that the final version of the bill will be different from the original after democratic debate among the Ugandan people. I am sorry if we are unable to reply your queries in a manner that is satisfactory for you (and the lobbyists).
