Without charging a registration fee for attending, we knew our costs would be several hundred thousand dollars. We were confident we could raise this money. We were wrong.

Not sure if we can ascribe it to 'lack of participation' since they weren't charging registration fees. It sounds as if they had hoped for some 'deep pockets' sponsors or other miraculous pre-event monies.

Since they anticipated their costs to be 'several hundred thousand dollars'...they clearly anticipated an astronomically HUGE event. One problem with not charging a fee is that you can't get a realistic picture of your attendance but you've got to plan for the largest possible/probable. (Will we need 20 porta-potties or 2000?) And, all requiring deposits and fees. (If you reserve 2000 and find that you only need 20...the company that kept 2000 'on reserve' is gonna want remuneration...and, most likely, ahead of time.)
