The difference with this bill is health policy experts and health practitioners (and some of the MPs on the parliamentary committee are medical doctors) had an input from the very beginning that brought sanity to the bill. Furthermore the Uganda AIDS Commission a statutory body under the president’s office which has the mandate to execute policy also weighed in. Compare with a certain private members bill that was designed without the Uganda Human Rights Commission input!
